<p>A home cell wireless base station (HeNB#1) is provided with a management unit (11) configured so as to manage "Cell Identities" which are for recognition of home cells (#11/#12), wherein a "Cell Identity" is configured solely from a "Home eNB ID" assigned to the home cell wireless base station (HeNB#1) and is configured such that if the home cell wireless base station (HeNB#1) manages multiple home cells (#11/#12), the management unit (11) manages multiple "Home eNB IDs" corresponding to the respective multiple home cells (#11/#12).</p>
