<P>PROBLEM TO BE SOLVED: To provide a sheet with which the drastic enhancement of light extraction efficiency is achieved by making light of above critical angle reflect as well as the non-seeing is prevented and further the occurrence of imbalance light intensity or imbalance color depending on directions is suppressed. <P>SOLUTION: A light generating device has a surface structure 13 of a transparent substrate 5 in which the diameter of a maximum circle internally contacted with a surface of the transparent substrate 5 adjacent to a light generating member is divided virtually and seamlessly in a fine region of 0.2 μm or more and 1.5 μm or less. Each fine region has convex or concave shape on the surface of the transparent substrate 5.
