<P>PROBLEM TO BE SOLVED: To provide a light-emitting medium that can easily and quickly discriminate whether or not securities etc. have been counterfeited, and is difficult to counterfeit. <P>SOLUTION: The light-emitting medium 10 includes a light-emitting image 12. The light-emitting image 12 includes: a first pattern element 20 formed on a substrate 11 using a first fluorescent ink 13 that includes a first phosphor; and a second pattern element 25 formed on the substrate 11 using a second fluorescent ink 14 that includes a second phosphor. The first pattern element 20 and the second pattern element 25 form a plurality of micro character strings (m), and the first pattern element 20 forms a latent image on the micro character strings (m). The first phosphor comprises a phosphor that emits blue light when irradiated with UV-A and emits red light when irradiated with UV-C.
