<P>PROBLEM TO BE SOLVED: To provide a radio relay device improving throughput of each of radio systems while avoiding interference among the plurality of radio systems. <P>SOLUTION: A radio communications system has a configuration in which: a downlink period of a first radio system and a downlink period of a second radio system are calculated so that a downlink communication capacity of each radio system is equal and, of each radio system, transmission of one and reception of another do not occur simultaneously; an uplink period of the second radio system corresponding to the downlink period of the first radio system is set; and load information corresponding to the difference between a downlink communication capacity of the first radio system and a downlink communication capacity of the second radio system is calculated and notified a base station of the first radio system of.
