A boom device and an apparatus for pumping concrete using the same are provided. The boom device comprises a first boom arm (21) and a second boom arm (26) connected by a rotating shaft (27), wherein a first conveying pipe (22) is fixed on the first boom arm (21), a second conveying pipe (25) is fixed on the second boom arm (26), and the first conveying pipe (22) and the second conveying pipe (25) are connected by a rotary connecting shaft (23) coaxial with the rotating shaft (27). The boom device further comprises a rotary power component and a driving component (29), wherein the rotary power component is mounted to the first boom arm (21), and the driving component (29) is arranged within an interior of the first boom arm (21), and is connected with an output shaft of the rotary power component and the second boom arm (26).
