<P>PROBLEM TO BE SOLVED: To provide a novel method for producing a chlorinated hydrocarbon. <P>SOLUTION: A saturated compound represented by the following general formula (1') is provided through an addition reaction step in which carbon tetrachloride and an unsaturated compound represented by the following general formula (O) are added to each other in the existence of an iron-phosphoric ester catalyst in a liquid phase reaction system. The iron-phosphoric ester catalyst in the liquid phase reaction system is prepared in the reaction system by adding iron and a phosphoric ester into the reaction system, wherein the whole amount of iron and a part of the phosphoric ester are added before starting the reaction and the remaining phosphoric ester is additionally added during the progress of the addition reaction: CCl<SB POS="POST">2-m</SB>H<SB POS="POST">m</SB>=CCl<SB POS="POST">2-p</SB>H<SB POS="POST">p</SB>(O), CCl<SB POS="POST">3</SB>-CCl<SB POS="POST">2-m</SB>H<SB POS="POST">m</SB>-CCl<SB POS="POST">3-p</SB>H<SB POS="POST">p</SB>(1').
