PROBLEM TO BE SOLVED: To accumulate and manage an important image and effectively use a hard disk drive by selecting an important surveillance image from surveillance images.

SOLUTION: In a case where an image is stored at a center side for a long period, a surveillance image accumulation system 100A ranks a moving image temporarily stored depending on a priority at a base point side by an image file evaluation function, and accumulates the moving image for the long period. An image receiving apparatus receives an image file of a surveillance camera A. An image capturing start time and an image capturing end time are stored with a recording image. As for a door A related to the surveillance camera A, entry/leaving information during the starting to ending of the recording image is obtained from an entry/leaving management device (base point). The image file evaluation function evaluates the priority of the image file based on the entry/leaving information. In the simplest case, the number of times of passing through the door A within a moving image capturing time (9:00-9:10) is extracted. When the number of times of passing through the door A is equal to 0, the function evaluates that the image is not accumulated. When the number of times of passing through the door A is equal to 1 or more, the function evaluates that the image is accumulated.
