<P>PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit and information storage method capable of shortening reading time for prefetch without generating an abnormal image. <P>SOLUTION: A semiconductor integrated circuit comprises: arbiter access monitor means 35 for monitoring the presence/absence of a peripheral circuit 14 for issuing a memory access request to a memory arbiter 15; burst read means 37 for issuing the memory access request to the memory arbiter when the peripheral circuit 14 does not issue the memory access request to the memory arbiter 15, and performing burst read for an instruction or data; buffer means 33 and 34 for storing the instruction or the data obtained by the burst read from a memory 23 in a CPU side, not in the memory arbiter; address decode means 31 for decoding an address of the instruction; and address determination means 32 for determining whether or not the instruction or the data is stored in the buffer means.
