PROBLEM TO BE SOLVED: To provide an image retrieval device capable of rapidly retrieving an image region similar to a template image within a retrieval target image.

SOLUTION: An image retrieval device retrieving an image region similar to a template image within a retrieval target image is equipped with image input means for inputting a retrieval target image and a template image; initial threshold setting means for determining a value of a rough similar scale while moving a retrieval position between the template image and the retrieval target image, for specifying a retrieval position where the determined value of the similar scale is best, and for determining the detailed value of the similar scale in the retrieval position; and image retrieval means for retrieving the image region using the value of the detailed similar scale in the retrieval position determined by the initial threshold setting means as an initial retrieval threshold value.
