Provided are a system scalability evaluation device, a scalability evaluation method, and a scalability evaluation program capable of evaluating a system scalability on the basis of the variation of requests to a system. The scalability evaluation device comprises: a planning means for receiving the change prediction information of requests to a system (request models) and changing, according to a predetermined rule, the configuration (scaling point) of the system that satisfies a condition in each of the periods of the request models; a scaling cost calculation means for calculating cost (scaling cost) necessary for changing the scaling point; and a performance calculation means for calculating the value (performance value) representing a system performance obtained when the scaling point is changed by the planning means.
