PURPOSE: A flame retardant panel, a flame retardant self-extinguishing hard polyurethane foaming furnace, and a method of constructing a dual refrigerating, freezing, and specially insulating structure in an environmentally-friendly manner are provided to enhance construction safety and reduce a construction period since steam does not occur due to use of a waterproof material. CONSTITUTION: A flame retardant panel, a flame retardant self-extinguishing hard polyurethane foaming furnace, and a method of constructing a dual refrigerating, freezing, and specially insulating structure in an environmentally-friendly manner are as follows. Flame retardant polymeric resin is injected into the connecting part of panels not to make a gap. Flame retardant self-extinguishing polyurethane resin is sprayed to the insulating part of the panel not to make a connecting joint.
