PROBLEM TO BE SOLVED: To provide an inexpensive electrolytic capacitor with low internal series resistance and superior high-frequency characteristic. SOLUTION: After the surface of an anode foil is made rough through etching, a dielectric oxidation film 11 is formed by oxidation thereon, and then a solid electrolyte 2 is formed on the surface thereof, the anode foil 1 and the cathode foil 3 are wound with a separator 4 therebetween and dipped in an electrolyte for driving to constitute a capacitor element 12. This capacitor element 12 is housed in an aluminium case 8, and the open end of the aluminium case 8 is sealed by a rubber sealing body 7, so that the anode lead 5 and the cathode lead 6 led from the anode foil 1 and the cathode foil 3, respectively, penetrate the rubber sealing body 7, and the side surface part of the aluminium case 8 is covered with a sheathing tube 9.
