PURPOSE: A variable capacity rotary compressor and an air conditioning system having the same are provided to improve compression efficiency of a compressor in low load area and increase productivity of the variable capacity rotary compressor. CONSTITUTION: A variable capacity rotary compressor comprises a housing(10), compression chambers(31a), and veins(39). The compression chambers are arranged inside the housing. The veins move forth and back in a radial direction according to opening degree of an expansion valve.
