PROBLEM TO BE SOLVED: To make it possible to smoothly execute the flow of a processing agent from a bottle to a dissolving tank without the need for maintenance for a long period of time and to surely carry out dissolution work in the dissolving tank by selectively moving a piercing member having a lance blade-like blade provided with a cross section of a cruciform shape to a specific position and piercing a seal member. SOLUTION: The bottle in which the powdery or granular processing agent is housed is loaded by downwardly directing its discharge port and the seal material is pierced in this state to drop the processing agent from the bottle to the downward dissolving tank. The piercing member 140 for piercing the seal member is composed of the lance blade 142 having the cross section of the cruciform shape and a cylindrical part 144 supporting this lance blade 142. A fitting shaft 150 spanned between arm parts 146A on the outer periphery of the cylindrical part 144 is mounted in the eccentric position of a rotating cam plate. The piercing member 140 is selectively moved to a first position retreated from the trace of the processing agent falling from the bottle to a second position breaking through the seal member.
