PURPOSE: An inbound roaming terminal authorization system, a device thereof and a method thereof are provided to induce the selection of the own wireless communication network in roaming. CONSTITUTION: When an identification information is received from a terminal(110), an authorizing device(130) determines whether the terminal is an inbound roaming terminal. When the terminal is the inbound roaming terminal, the authorizing device questions to a GLR(Gateway Location Register)(140) whether the terminal is roaming to a predetermined network. When the terminal is roaming to the predetermined network, the authorizing device transmits an authorizing signal to AP(Access Point)(120). The AP permits the Internet access of the terminal.
