PROBLEM TO BE SOLVED: To provide a blind capable of connecting a ladder cord to a bottom rail with simple operation and making fine adjustment of the height size of the blind. SOLUTION: A vertical cord 14b in front and behind of the lower end of the ladder cord 14 is fixed to a locking section 30a of a tape holder 30. Under such a state, the tape holder 30 is mounted on the bottom rail 24. The height size of the blind is larger than the proper size, the tape holder 30 removed from the bottom rail 24 is rotated 180 deg. within a horizontal surface to vary the length of the ladder cord 14 locked with the locking section 30a, and then, it is mounted on the bottom rail 24.
