PURPOSE: A data recording device and a method thereof are provided to record the data at a low writing speed by operating an inner OPC at a low writing speed when a target recording data has a small capacity. CONSTITUTION: When a target recording data has a small capacity, a control unit accesses an inner PCA of a re-writable DVD(S14). The control unit operates an OPC at a low writing speed(S17). When the OPC at a low writing speed has been finished, the control unit accesses a data area of the re-writable DVD. The control unit records the data received from a host at a low writing speed(S18).
