<P>PROBLEM TO BE SOLVED: To provide a mixing and agitating structure capable of preventing local aggregation of powder (developer or the like), and to provide a developing device, a process cartridge and an image forming apparatus. <P>SOLUTION: The mixing and agitating structure includes an agitating section 40 which is arranged in parallel to an axial center L of rotation with a predetermined space therebetween, and rotates around the axial center L of the rotation, and a vane section 41 which is arranged along the agitating section 40, rotates together with the agitating section 40, and agitates and conveys powder.
