Disclosed is a plant control system that uses a plurality of digital control devices (41) to control a plant such as a nuclear power facility (1). The digital control devices (41) have a plurality of control functions (46 to 56), said control functions (46 to 56) being distributed among the plurality of digital control devices (41) so as not to fall below a safety standard set in advance on the basis of a safety analysis. This makes it possible, while using a plurality of digital control devices (41), to operate the plant safely even if a digital control device malfunctions.
