Disclosed are a method and system for resource control in a fixed network and mobile network integration scenario by establishing general packet radio service (GPRS) tunneling protocol interfaces between a packet data network gateway and a fixed network. A policy and charging rules function (PCRF) exchanges policy information with the fixed network through the packet data network gateway and said GPRS tunneling protocol interfaces. The method and system of the present invention can avoid current S9* interface use and clearly reduce the impact of the features of interaction between the self-processing mechanism of the PCRF and the outside, thus removing the need to enhance the PCRF and clearly reducing the impact on an evolved packet system. The described new interface relationship and manner of communication information exchange can enable effective resource control and management, and achieve the purpose of improving the current state of resource control and management.
