PROBLEM TO BE SOLVED: To provide an image encoder which records video for stereoscopic viewing partially in a two-dimensional (2D) video image, so that a three-dimensional video image and a 2D video image are smoothly switched between each other to be reproduced.

SOLUTION: An image encoder 100 includes a controlling unit 120 for setting one of encode modes from a two-dimensional (2D) encode mode to encode video for stereoscopic viewing, in which the video for stereoscopic viewing is reproduced as a 2D video image, and a three-dimensional (3D) encode mode to encode the video for stereoscopic viewing, in which the video for stereoscopic viewing is reproduced as a 3D video image; and a encoding unit 110 for encoding the video for stereoscopic viewing with a 3D encoding standard when the 3D encode mode is set, and encoding the video for stereoscopic viewing with a 3D encoding standard using an encoding condition in which the video for stereoscopic viewing is visually recognized as a 2D video image when the 2D encode mode is set, in a case of the controlling unit 120 switching from the 3D encode mode to the 2D encode mode.
