<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a substrate for an artificial leather having soft feeling and excellent mechanical properties with low environmental loads. <P>SOLUTION: A method of manufacturing a nonwoven fabric comprises: the step 1 of manufacturing a web consisting of a sea-island type conjugated fiber in which an island component is a water-soluble polymer and a sea component is a polyolefin-based resin; the step 2 of subjecting a pile of the webs to the entangling treatment so as to make a three-dimensional entangled body; and the step 3 of removing the water-soluble polymer with water from the sea-island type conjugated fiber, which forms the three-dimensional entangled body, so as to form the nonwoven fabric consisting of a polyolefin hollow fiber. In the step 1, the sea-island type conjugated fiber can be formed in a condition that an average thickness of thinnest portions of a plurality of partitions formed by the sea component is not more than 7 μm.
