Disclosed are a method, a device, and a system for sending/receiving access probability factor information. The sending method comprises: using a bit in a preset Downlink Control Information (DCI) format to represent access Probability Factor (PF) information, the DCI format being a fixed format, and a network side bearing the PF information in the DCI format of a Physical Downlink Control Channel (PDCCH) of a specified sub-frame for sending. In the solution provided by the present invention, the PF information is not sent through an MCCH, which is applicable to an LTE system. Further, by employing the solution of the present invention, PF information or MBMS statistical information is sent based on a single-cell mode. In a specific statistical process, each base station may configure parameters, so that each base station configures different PF information, which is very flexible and accurate. Further, by configuring different PF information continuously, the obtained number of UEs under the base station is more accurate.
