<P>PROBLEM TO BE SOLVED: To provide a heat storage board using fluid paraffin having a heat storage property, capable of having desired heat characteristics and strength characteristics and being efficiently produced, and to provide a heating panel having the heat storage board and a manufacturing method of the heat storage board. <P>SOLUTION: A heat storage board comprises a first plate 102 made of an amorphous thermoplastic resin and a second plate 104 made of the amorphous thermoplastic resin opposed to the first plate. Each peripheral edge of the first plate and the second plate is mutually bonded to form a side peripheral surface 106 and an internal airtight hollow space 108. At least one of the first plate and the second plate has a plurality of recess parts 110 on the external surface, which project on the internal surface. Each of the recess parts has an abutting plane part 112 at a tip, which is abutted and welded to the other opposing plate to form an annular rib 50 extending between the plates.
