<P>PROBLEM TO BE SOLVED: To provide a substrate which is capable of increasing luminous efficiency of a light-emitting element, and to provide the light-emitting element. <P>SOLUTION: A substrate 1 according to the present invention is provided with a surface having irregularities for changing a traveling direction of incident or emitted light.
