<P>PROBLEM TO BE SOLVED: To provide an electrodeposition coating composition which has an excellent characteristic in hardness, scratch resistance, and weatherability, and also has an excellent characteristic in medical resistance, solution resistance, mechanical properties or the like, coating finishing feeling, workability, safety and the like. <P>SOLUTION: The anion-type mat electrodeposition coating composition contains: (A) a vinyl copolymer comprising (a) an α,β-ethylenically unsaturated carboxylate monomer, (b) a hydroxyl-containing α,β-ethylenically unsaturated monomer, (c) an α,β-ethylenically unsaturated carboxylate monomer containing a β-methyl substituted glycidyl group and/or an alkoxy silyl group as a crosslinking functional group, and (d) an other α,β-ethylenically unsaturated monomer, wherein in the vinyl copolymer (A), Tg is 0 to 50°C, an acid value is 10 to 150KOHmg/g, and a hydroxyl value is 20 to 200KOHmg/g; (B) a vinyl copolymer comprising (e) 40 to 90 wt.% of an α,β-ethylenically unsaturated monomer in which the Tg of a homopolymer is not lower than 60°C and not higher than 170°C, (f) 5 to 40 wt.% of a hydroxyl-containing α,β-ethylenically unsaturated monomer, and (g) an other α,β-ethylenically unsaturated monomer copolymerized at its remaining portion, wherein in the vinyl copolymer (B), Tg is 50 to 120°C, and a weight average molar weight is 5,000 to 500,000; (C) an amino resin; and (D) a hindered amine type optical stabilizer.
