Provided are a water repellent composition that has a low environmental impact and is capable of imparting sufficient water repellency and alcohol repellency to a hydrophobic substrate without greatly degrading the antistatic properties imparted to the hydrophobic substrate by an antistatic agent, a method for manufacturing the same, a hydrophobic substrate treatment agent composition and a component. The water repellent composition includes a medium and a fluorine-containing copolymer comprising a constitutional unit derived from a monomer (a) having a C1-6 polyfluoroalkyl group, a constitutional unit derived from a monomer (b) having a C1-6 alkyl group and a constitutional unit derived from a monomer (c) (a halogenated olefin), wherein and the ratio of the constitutional units derived from the monomer (a) is 50-90 mass% of all the constitutional units derived from the monomers (100 mass%).
