<P>PROBLEM TO BE SOLVED: To provide a charger capable of quick charging. <P>SOLUTION: In a charger 100, a rectification circuit 10 converts a commercial power supply to a DC power supply. A secondary cell 20, such as a lithium-ion battery, charges a DC voltage generated by the rectification circuit 10.
