PROBLEM TO BE SOLVED: To provide a base holding mat 1 and a greening method using the base holding mat 1 that can grow plants well by stabilizing an angle change part of a slope which is apt to become a weak point. SOLUTION: This base holding mat 1 with a large number of vertically piercing partition holes formed as through-cavity parts 12, is used and installed at the angle change part 2 of the slope in the state of the natural ground being exposed to the bottom faces of the through-cavity parts 12. A greening base material is then filled in the through-cavity parts 12.
