PROBLEM TO BE SOLVED: To provide an impact-absorbing device for a vehicle and a bumper device for a vehicle, which preferably absorb impact energy while preventing an increase in manufacturing man hours.

SOLUTION: A crash box 13 integrally includes: a cylindrical impact-absorbing part 21 having an inner wall surface 21a comprising a surface extending smoothly in an axial direction; a bumper side attaching part 22 closing the opening end of the impact-absorbing part 21 closer to a bumper reinforcement and configured to be attached to the bumper reinforcement; a vehicle body side attaching part 23 bulging from the opening end of the impact-absorbing part 21 closer to a side member and configured to be attached to the side member; a groove part 31 provided at the impact-absorbing part 21 and reducing a plate thickness in a partial range of the impact-absorbing part 21 in the axial direction; and an initial peak load restraining part 34 provided at the bumper-side attaching part 22 and set to be away from the bumper reinforcement in the axial direction.
