<P>PROBLEM TO BE SOLVED: To provide an image monitoring apparatus which sends information on the presence of possibility of an inside crime when detecting a person approaching a money safe or a storage being monitored. <P>SOLUTION: An image monitoring apparatus 10 comprises control means 46 which processes an image obtained by an imaging unit 20 and which when detecting, from the result of chasing by chasing means 42 and the result of authentication by authentication means 45, the person approaching the money safe in a situation when a person authorized as an administrator is absent, controls an output unit 50 and sends an alarm signal to the administrator or outside.
