<P>PROBLEM TO BE SOLVED: To provide a hair cosmetic composition which can easily obtain a phamaceutical form hard to be scattered on application to hair through foaming by shaking, also having satisfactory familiarity to hair, and hard to be sagged from hair. <P>SOLUTION: The hair cosmetic composition is composed as a hair dye or a hair decolorizing-bleaching agent, and is applied to hair in a foam-like phamaceutical form by shaking. The hair cosmetic composition comprises: an amphoteric surfactant; and an anionic surfactant.
