The device (11) has a housing (1) which comprises hall sensors (6,6') facing each other, and cylindrical caps (1',1'') detachably connected with each other. A permanent magnet (3) is arranged between the hall sensors in resting position by the spring elements (4,4'). The permanent magnet is deflected in the direction of hall sensor. The spring elements are comprised of helical springs which are extended between the hall sensors and permanent magnet.
