<P>PROBLEM TO BE SOLVED: To provide a structure that can be used in an apparatus having many mushroom structures and has a wide range of a reflection phase relative to a prescribed range of the patch size. <P>SOLUTION: An apparatus of a plurality of mushroom structures is used.
