PURPOSE: A traffic lights controller for controlling lighting time of yellow traffic lights, a system comprising it and a method thereof are provided to reduce a danger of a collision accident by varying the lighting time of a yellow lamp. CONSTITUTION: A signal controller sets the region of a data collection range in a data collection domain setting unit(S600). The signal controller collects data from a car navigation(S610). The output unit of the signal controller produces the turning timing of a yellow light lighting time(S620) The comparison unit of the signal controller determines whether the turning timing of the yellow light lighting time is over a certain time(S630). All traffic signals is turned on to be red(S640).
