PURPOSE: An apparatus and a method for generating gray-scale voltage, and an organic electroluminescent display are provided to implement natural dimming by controlling a gradation voltage. CONSTITUTION: A current brightness level and other target brightness level are inputted. A gamma circuit control signal of at least one medium-luminance is detected. The gradation voltage level of the display device is controlled to be a target brightness level through multi steps. The gamma circuit controls the voltage level of the gradation voltages of the display device.
