PURPOSE: A sign in/out management system and a method thereof are provided to perform an anti pass back determination process. CONSTITUTION: A determination processing apparatus(30) includes a communication interface part(31), a memory(32), a partitioned information memory part(33), and a determination processing part(37). The communication interface part communicates with an external apparatus through a communication line. The memory stores various information or programs used for a processing operation in the determination processing apparatus. The partitioned information memory part stores an anti pass back determination range ID and an individual ID for identifying a section(20). The determination processing part compares a passage permission section ID of a user based on a user ID and a transfer destination compartment ID according to a determination request from a reader terminal(23). The determination processing part determines a sign in/out state of the transfer destination compartment ID with respect to the user according to a comparison result.
