PROBLEM TO BE SOLVED: To solve the problem that it requires time and cost to estimate a field service area by a method of estimating a service area of conventional TV broadcast, the method including a method of actually checking a status of receiving radio waves on-site or a method using an estimating equation of radio propagation characteristics, while existing analog stations should be efficiently digitized along with the digitization of a terrestrial TV system. SOLUTION: In this method, a prospect area from a broadcast station to be acquired only from the three-dimensional geographical data is used as the service area of the broadcast station, and the service provision available population of a TV broadcast station is calculated using population density data and the prospect area. Also, by processing the image information of the service area of the broadcast station, the population in a service area overlapping with the service area of another broadcast station is exactly derived, and a method of obtaining an order of digitizing broadcast stations which may maximize a growth rate of population capable of receiving services of digital broadcast is established, while considering the overlap of service areas.
