PROBLEM TO BE SOLVED: To provide a washing liquid and washing method of a substrate surface for highly cleaning a substrate surface by quickly dissolving and removing metal-oxide foreign substances themselves firmly stuck to a substrate surface of iron oxide foreign substances or the like stuck to a substrate surface without corroding the substrate surface or by weakening adherence of foreign substances to be easily removed, with respect to a glass substrate for a magnetic disk. SOLUTION: In the method for manufacturing the glass substrate for the magnetic disk, washing processing of the glass substrate is included, wherein the washing processing includes processing for bringing a washing liquid containing a compound including a thiol group as a functional group, such as thioglycolic acid or a derivative of thioglycolic acid into contact with the glass substrate.
