PROBLEM TO BE SOLVED: To suppress generation of a development ghost even when toner with a strong cohesiveness is used. SOLUTION: A mean square value Rq is considered as 0.08 or less regarding waveform by performing surface shape measurement under conditions that arithmetic means roughness Ra measured by a measurement method based on JIS 1994 is considered as 1.3μm or more in surface roughness of a development roll 20, measurement pitch of the surface roughness is considered as 0.15μm and resolution in the height direction is considered as 0.01μm, performing Fourier transform to the obtained cross-sectional shape waveform, cutting continuous frequency component more than toner particle diameter and performing five point weighted average to each point.
