SOLUTION: The solar gear 41, the internal gear 42 and the planetary gear 43 of a planetary gear mechanism 4 to transmit motive power of an electric motor 5 to a steering means A have displaced teeth different in displacement quantity at a position in the face width direction, a disc spring 45 to energize the planetary gear 43 in the face width direction is provided on a carrier 44 to support the planetary gear 43, and pre-load is added to the engaging part of the solar gear 41, the internal gear 42 and the planetary gear 43 by movement of the planetary gear 43 in the face width direction.
