PURPOSE: An atomic electrical power plant controller and a data transmitting and receiving method thereof are provided to offer communications environment which is fitted to a safety assembly of nuclear power generation by verifying the soundness of a memory and a telecommunication line for transmitting and receiving data. CONSTITUTION: A first control data is recorded in a transmitting area of a first shared memory(210) by a processor module. A second control data is recorded in a receiving area of the first shared memory by a communications operation processor(230). The first control data is recorded in a transmitting area of a second shared memory(220) by the communications operation processor. The second control data is recorded in a receiving area of the second shared memory by a communications driver processor(240). The communications operation processor verifies soundness of the first control data which is stuck out in the transmitting area of the first shared memory.
