The method involves arranging an upper seal element (14) on an upper end opening of an inner tube (12). The inner tube is closed for removing existing liquid in an inside of the inner tube. The force is applied to a lower seal element in an axial direction of the inner tube such that the inner tube is carried forward and adjusted to the upper seal element with simultaneous introduction of an upper locking element in the inner tube. The seal elements are firmly bonded with the inner tube according to proper positioning of the seal elements in the inner tube. An independent claim is also included for an arrangement for gastight enclosing of a fuel rod in liquid i.e. water.
