A plate for improving brightness is provided to maintain light emission quality by including a cyclic olefin-based resin as a base resin. A base layer(10) includes a cyclic olefin-based resin as a base resin. A surface layer(20) is formed at one surface or both surfaces of the base layer, and a plate for improving brightness has a haze of 60% or more, and luminous transmittance of 80% or more. The cyclic olefin-based resin includes a cyclic olefin polymer or a co-polymer. The cyclic olefin polymer or the co-polymer contains a cyclic-olefin of 0.1 to 100 weight % with reference to the entire weight.
