PROBLEM TO BE SOLVED: To attain a call control even when a failure occurs in communication with an SIP (Session Initiation Protocol) server. SOLUTION: The gateway 130 is provided with: a server monitoring part 137 which transmits a REGISTER message to the SIP server 160 and decides that the failure occurs in the communication with the SIP server 160 when a response message from the REGISTER message is not received for predetermined frequency in predetermined time; and a server control part 139 which receives the REGISTER message from an IP terminal 110 and performs the call control when it is decided that the failure occurs in the communication with the SIP server 160 in the server monitoring part 137.
