PROBLEM TO BE SOLVED: To provide a buffer member for electrically connecting a chassis of an external storage device and a storing section stably without increasing the number of components. SOLUTION: In the buffer member 5, a conductive connection layer 7 comes in contact with a hard disk drive 2 and the storing section 1a, accordingly the static electricity charged in the hard disk drive 2 and electromagnetic wave noise can be discharged to the storing section 1a or a chassis of a notebook PC1 that conducts a current to the storing section 1a, through conductive connection layer 7. Therefore, it is possible to prevent malfunction of the hard disk drive 2 and operate the notebook PC1 correctly. Further, a conductive member that makes a conductive connection between the hard disk drive 2 and the storing section 1a does not need to be provided separately, so that it is possible to avoid an increase in the number of components.
