PURPOSE: A method for detecting a defect of a mobile communication base station and a relay device using a delay signal, a device thereof, and a recording medium thereof are provided to detect whether a corresponding base station or a corresponding relay device has a defect using a delay signal per a base station. CONSTITUTION: A delay time measuring unit(171) measures delay time for each service range per a base station and a relay device. A device identifying unit(173) identifies the base station and the relay device based on the measured delay time. A defect detecting unit(175) detects whether the identified relay device or base station has a defect based on traffic statistic data collected by the identified relay device or base station.
