PURPOSE: A cognitive radio transmission system and a method thereof are provided to perform communication while users maintain interference under specific limit values. CONSTITUTION: A processor(303) measures the possibility of using a frequency in a candidate list to generate a first transmission parameter. The processor determines a target frequency list which indicates a frequency in the candidate list based on a transmission parameter. A transmitter(304) provides an allocation message to the terminal to identify at least one frequency in the target frequency list.
