PROBLEM TO BE SOLVED: To provide a user authentication system and the like capable of both setting a safe IPv6 address and performing user authentication processing.

SOLUTION: When a terminal 1 requests an authentication server 2 for authentication, the terminal 1 generates address information composed of a lower code string including a first code string generated by using a user ID to be an authentication target of the authentication server 2 and a predetermined upper code string, and transmits an authentication request including the address information to the authentication server 2. When a second code string generated by using any user ID included in a pre-set user ID list matches the first code string included in the lower code string of the address information of the authentication request at the time of transmission of the authentication request, the authentication server 2 allows communications using the address information included in the authentication request.
