<P>PROBLEM TO BE SOLVED: To stably perform charging an image carrier at low cost. <P>SOLUTION: In a charging device 21 for charging an image carrier 1 by comprising a cylindrical charging member 20, an insulative gap member 21 is provided on a charging surface of a cylindrical surface of the charging member, the charging surface on which the image carrier is subject to charging. With the gap member, the surface of the image carrier and the cylindrical surface of the charging member are apart from each other by a predetermined distance.
